Heavily mulching around a tree for winter protection?

I’m aware that placing mulch directly against the trunk is a big no no. But I have my Ichikikei Jiro persimmon in an area that gets zero winter sun because the 6 ft fence blocks all the low winter sun. It is probably 7 ft away from the fence. So the ground where the tree is in will be considerably colder and may even get colder than the tree’s hardiness(6a-b). So considering this, would it be a good idea to apply heavy mulching against the tree for winter protection?
