Best way to get rid of vertical gaps on ugly old-style drywalls

I bought this house 2 years ago. The back of the house has been redone in 2000, and for god knows which reason they have put these ugly drywalls with this vertical gaps (see pics, at least I assume that gaps are engraved in the drywall). I wanna hire someone to paint them white and get rid of the gaps. What is the cheaper way to do that? Should the drywall be completely removed and smooth drywall put back in, or is there a way to use some stucco to flat it out? In particular it will be tricky to work around that bookshelf, and removing the nailed bookshelf and put it back seems a lot of work as well.
