Help, replaced well pump and pressure tank.

We found out that our power bill was sky high because of the well pump running constantly. So I hreid a well Repair company and they can out n I had them replace everything, the pump, the PVC piping (was3/4 replaced at 1 inch), the wiring and the pressure tank. We have 2 building with 2 bathrooms in main house and 1 bathroom in the guest house over top the garage. Before the well was replaced the water pressure wasn't the best but all the water faucet and toilets and showers worked. They changed the pump from 3.5 hp to 3/4 hp, the guy said it was over kill and illegal.Now the main house facts works great shower works great and toilets do not work, we took off the bottom piece nd cleaned it out as still won't work.The other building the water comes on for 30 seconds and then shuts off the toilet doesn't flush and the shower doesn't work, in the garage below it there is no fixture and just a hose outlet and the water just drips out of there.No one can figure it out, everyone says sediment but we flushed out the water and took off the fixtures in the sink n still the same thing.Anyone have any ideas, the roto rooter guys are the ONLY people who will service the area, 80422.
Update : The PSI goes from 40 to 55 PSI when you turn the water from the faucet in the main house ON. Also there is nothing connecting the pressure tank in the main house to the other apt/garage. It's just the well pressure (no pressure tank) supplying the other building.
