Style help for 80 year old condos’ exterior

I’m a unit owner and HOA manager for an 90 year old one story, stucco condo building. We are planning to reroof, replace all of the fascia, remove the starburst window pediments and paint all of the trim and exterior doors.

Any ideas of how to tie together the different exterior windows so they look more cohesive? Some are cheap looking, some are more inset, some are flush etc. I’m thinking a simple piece of trim on top but not sure how that would work with the different window trim depths. One unit’s windows has a simple flat board over top of the windows. Would that look dumb (or even work) if I just did that over the windows?

Also, the fifth, end unit was added on 20 years ago and looks quite cheap. Any affordable ideas of how to make it look better? The bachelor who lives there doesn’t have an interest in decorating his porch. Please see that photo in the comments.
