Drawing out some sort of floor plan indicating where the windows are, where the laundry room is and where doors can be placed would be a start. Otherwise there is no way to even being to answer this question.

Also, if there is a laundry room there, why would you need a second laundry stack?

What is the construction of this space? On a slab? Is there a crawl space? How high are the ceilings?

Have you contacted an architect and looked into permits? There may be a whole host of requirements that need to be followed.

It will be difficult to get all that into one space.

I would not use a basement room for an apartment. No escape route unless you have a ladder to the window, but is the window big enough for escape? 10x16 could be a storage room or a study, but I would not sleep down there with a water heater and furnace in the escape area. Have you received a permit for occupancy?

10x16 works for a bedroom, but you're asking for everything, and I can't see making it work. you'd need a tiny house specialist to get everything in there...
