Quad Pigmy Palms - Water, Fert, Dirt, or Me?

I do citrus tree care, know little about palms. A customer planted two pigmy date palms in February 2021. There are 4 plants coming out from the base. They are slowly dying, now brown tips, and yellow shafts and stems. I can't figure out why. Over the last two weeks we've had torrential downpours in Phoenix. This type rain brings everything to life and green, but not these palms. I put wood chips around the base to help keep in moisture, tried fertilizers, increased watering, just no luck.

Any suggestions on how to save them?

WATER: 3 times a week for 40 minutes (one spray head via 1/4" drip line ).
FERTILIZER 1: Arizona's Best Palm Fertilizer (10-5-10) around the base every 2 mo.'s
FERTILIZER 2: Southern AG Palm fertilizer nutritional. I mixed with water & poured at base.
DIRT: Planted using HDepot bag soil and fine mulch from a local farm.
