Another flush marred by thrips or aphids

Just about every flush I get on my citrus trees are heavily marred by citrus pests. I get so excited to see the signs of new growth and 90% of the time the leaves come out all twisted and distorted. Is this just part of the game or am I missing something? Do you do anything to control pests? I spray with neem oil in cooler temps, but don't do anything during most of the growing season because temps in Phoenix are usually to hot to apply most sprays. Grrr....!
