Seedlings in tray only germinate, but always fail to grow

I'm having an issue where I can grow seeds via direct sow or outdoor planters just fine, but when it comes to seed trays, they're guaranteed to die within a week or two after germination. They grow up a bit, and then shrivel and die. Only two small leaves at best, never more.

I looked up guides online, and some trays seem to be suffering from under/overwatering or legginess, but the ones that /are/ healthy are still dying. I'm currently bringing them outside everyday. Does anyone have any advice?
