Condensate Lines correct? Secondary leaking into tub after flush…

I have a two-story condo in Southern California and I always thought it was normal to have a drain for the A/C in the bathtub (my old apartment had one too) that would drip while the A/C was on and “pee” when it shut off…apparently not???

I climbed into the attic to look at the unit and to flush out the primary condensate line after looking online to see what I should do. There wasn’t any backed up water in that PVC pipe sticking up and when I poured a bleach/water solution down it flowed just fine.

  1. Is the primary line PVC piping done correctly or should there be a different way where I can access the line earlier to flush it??

  2. Should the secondary line leak into the bathroom constantly?
    …..It’s done it for so long (since the property management of my apartment never said anything years ago) I thought it was normal when I bought my condo that it’s rusted the metal and turned the tub brown.

  3. How can I fix it on my own without paying $300+ I’m getting quoted for an HVAC repair?
