Design rules for wainscoting?

We would like to put wainscoting in our powder room. Just a picture frame style, which after doing some research, is probably faux wainscoting. The walls in the room are 9ft. so we are going to go up 36" high. The length of the walls are not all the same. The wall with the vanity and toilet is 64" long. So, we thought of doing 16" picture frame moulding with 4" between each frame. The wall across from this wall is 96". If we did 16" frames, there can only be 3" between each frame. Should we keep the frame sizes the same throughout the room and have different distances in between, or keep the 4" in between and make the frames smaller? Thanks!
