Ceiling Fan down-rod lengths

We have some high ceilings in the home we're building. One is 15' dormered, and one is 20' dormered. Based on guidance we've gathered on the internet, ceiling fans in those rooms would need 5', and 6' downrods, respectively. Our builder is suggesting we use no longer than 3' rods to avoid sway and so the fans don't become the focal point of the room. He's built similar homes, so I respect his opinions, but am concerned that the fans won't be effective in these taller rooms. We're in the South, so a ceiling fan is a necessity. Any suggestions from others with tall ceilings?
