I wouldn't put shutters back on. The windows are close enough that the right sized shutters would almost be touching each other between the two windows. Why not use some wider trim around the windows instead, which will make them stand out. I think the front door can work in either color, but I like what you currently have. Do remove your two overgrown shrubs and put in shrubs that won't grow higher than the bottom of the windows.
