Help Bleeding Convector Radiator

Hi Community! I could use some help figuring out how to bleed this convector radiator in my house. We just moved in and all of the other radiators in the home are baseboard type. This one in the basement looks very different and doesn't have a bleeder valve that I can find. There is a nozzle at the bottom, which looks like can be connected to a hose. Could this be used to bleed the unit? It's currently not heating up, but we can hear the water trying to make its' way through the pipes.

Note: When we first moved in none of the radiators were working, as the water had been turned off by the previous owners when the started renovating. Bleeding all of the baseboard radiators immediately warmed them up. Thanks in advance for any help you can provide!
