Southern Freeze Damaged Roses

I live 2 hours NE from Houston. My roses look like toast, with all the canes looking brown and dead. I trimmed back a Jude The Obscure today - it had tiny green leaves coming out from graft level. I am not sure what to do, do I just trim back everything to about 3" from the soil line? Water with root stimulator, alfalfa tea or ??? This is a totally new experience, one that I do not know how to deal with. Some look totally dead, some have strange colored canes, some I can tell have green canes. Just not sure what to do with these and would appreciate some advice from rosarians who live in cold climates. How long do I wait to prune these canes and how long until I can decide whether they are dead or not? Thank you!
