Air cleaners. Electronic or Paper?

I had a Honeywell electronic air cleaner put in with my new heat pump in 2010. The outside unit stopped working. There isn't anything really wrong but I had to call in a service company to clean the coils inside the furnace. He said that electronic air filters tend to make the dust "sticky" and makes it harder to clean and suggested I switch to paper air filters. I have to ask him about how to cover the gap it will leave.

My air cleaner has 2 cells and 2 metal screens. I do notice that with the cells I feel like I'm not getting to the dirt in the middle. I soak them in my large kitchen sink in hot soapy water, rinse and let dry about 4 times a year. Basically every season. What are your thoughts? Is one better than the other?
