The first full line is "Off the Florida Keys, there's a place called Kokomo". It's an imaginary location, it doesn't exist. Words and lyrical lines in songs, especially popular and rock and roll songs from the 60s-80s, often have no meaning or reference to real things at all. And can be nonsensical. The film's director, Robert Altman, tried to write a lyric to go with the Johnny Mandel music but got stuck. He asked his teenage son to give it a crack and he came up with something in less than 10 minutes.
