Com port 3 issue

I have an HP Elite 8000 Desktop, Windows 10, I'm trying to connect my Vinyl cutter to this computer, the chipset in the cutter appears to need to be on com port 3. This computer had an Intel program on com 3, I uninstalled it and tried to set my cutter up on Com 3 but no luck. Now in device manager I keep getting a PCI serial port under other devices, you can uninstall it but it comes right back. I even unplugged the serial port from the mother board but it's still there.. I assume that this is preventing me from using COM3
Is there a way of disabling this serial port?
