Bathroom vanity too low. Replace top+vessel sink or entire vanity?

Hi, I'm not a diyer so need to hire this job out. The current vanity is too low at 31" high. Would it be cheaper to replace the entire thing or just take out the top and replace with a new counter and vessel sink as it would be the perfect height?

I am afraid if we take out the current 40" vanity it is hard to find a replacement and we may have to redo tile floor but it would be a nicer new look. If we just replace the top, I'll have to repaint the vanity to make it look better as it is 20 yr old oak style cabinet.

I guess it all comes down to cost.
