Front Entryway Stairs - please help!

These are the front steps to a house I'm hoping to buy in Delaware. The bottom two steps are 10" high each, and the others are about 7". The third from the bottom has a small tread, and the top one is just an inch or two before the door. Also, the second from bottom has an overhang, making a trip hazard especially since the step is so tall that you have to get very close to it in order to climb it.


My inspector said that steps should be in the 7.5" range (not 10"), and should be somewhat uniform. I'm also concerned whether there should be a railing.


I'm asking the current owner to help pay to have these redone and need to get some idea of cost. Any step installers want to give me a ballpark figure to demolish and install something better?


Ideally, I'd like there to be steps leading to a landing at the bottom of the door, I think it's safer on the way out, and more inviting on the way in.


Please give me all your best suggestions, comments, ideas, etc.
