Master Rain Garden Spot (maybe?)

I'm taking the Washtenaw County Master Rain gardener class, but am not a homeowner. I want to install a rain garden for Growing Hope in Ypsilanti, but I need to have a more concrete plan and timeline before I can get their permission. The spot that I had in mind is...not ideal, but I picked it because I know the Growing Hope marketplace was already looking to rehab the plot. A big portion of it is right up against a building, so that's not great. Plus I have no clue what drains into it, and it has a weird little pipe with wires sticking out of it. There are some other patches of soil at the marketplace that might work better, but I don't know if Growing Hope has the same need to rehab those.

I want to get my rain gardener certificate for my own professional development and I want to help Growing Hope, but now that I've sat down to really iron things out, I'm starting to think it may not work. What do y'all think? Is this all around a no-go?
