If I shave off part of a bark, will that part stop growing?

I have some catalpas growing right where our fence(vinyl) is going to be installed next week and unless I cut the whole thing down which I don’t want to, the girth will keep getting thicker and thicker and will eventually damage the fence. So if I shave the part where it will be facing the fence, can it just stay that size and never have to worry about it damaging my fence?

The main trunk is on my property but most of the trees branches is on my neighbors and even though they said I can take it down, I prefer not because their yard slopes down to my yard and I don’t want more wetness in my yard than I already have by killing the tree. Also because the fence will be in front of the tree, I don’t want to leave my neighbor with a stump that will likely sprout back and look ugly. So I thought what if I just shave this front section with a chainsaw and leave it at that if it will Stop it’s girth growth on the side shaved. The tree is like 12 ft tall suffering from ampelopsis vines.
