Probably anything they accept as a "shade tree" is going to grow a lot larger than you personally will want to have that close to the meter (don't worry about the paved areas). If you can't get the board on board then maybe you are stuck with having a tree of some eventual size in that spot.

Otherwise note that AUTUMN BLAZE 'Jeffersred' is a Freeman (Acer rubrum x A. saccharinum) maple and not a red maple. And that it produces a vigorous, many branched head that needs to be trained as the tree develops or significant branch breakage can otherwise be fairly likely later in the life of the specimen. (Something that can be seen as an unfortunate characteristic inherited from the silver maple half of the cross).

All maples are well known for shallow aggressive roots. You probably won't have issues for years and years, especially if the water line is intact. But eventually....

A spot like that I would want more of a tap root-y tree like an elm, locust, turkish hazel or buckeye. Or maybe a smaller tree like redbud. But - HOA. Whaddya gonna do? Do you have a list of choices?

almost all problems are pre-existing problems.... that the trees take advantage of ...

with trees.. we talk in tree time... usually counted in decades ... so i really dont think you should be wasting much time worrying about something that MIGHT happen in 20 or 30.. or 50 years ...

in the future.. add big city name.. rather than just zone ... but im thinking weather issues 50 years down the road.. might be a bigger worry than this ... lol.. but i dont worry about things 50 years in the future ... mostly cause i wont be here ...

Autumn Blaze isn't a good fit for that relatively small front yard. I'm guessing the builder probably went with Autumn Blaze because it was inexpensive and readily available. "My HOA won’t let me move it ..." Assuming the HOA will let you replace it with some other "shade" type maple, I'd switch it out for a medium sized variety like Trident Maple (preferably a named cultivar like Aeryn, Streetwise, or Valynor), Sun Valley Red Maple (medium sized and densely branched here, but may grow fairly large in zone 7), Shantung Maple (Main Street is more upright), or maybe one of the hybrid Paperbark Maples.

Yes, I'd check with the larger retail nurseries in your local area to see if they might be able to obtain them for you from their suppliers.

@arbordave (SE MI) will the sun valley maple have less invasive roots than the Autumn Blaze? sites are saying the Sun valley can grow to 40’. Primary concern is down the road with that water line(even though it may not end up being an issue). I like the look of the Shantung Maple, just not sure if my HOA would approve since they already denied a Japanese maple so doubting they would approve another maple not native to the US. My HOA doesnt have a list of what type of maple the tree has to be, but somehow is able to tell me that the Japanese maple is not the “right” type

Put a call into your local utility department to point you in the right direction to see if there are any restrictions. The HOA seems clueless and cares about bigger is better.

There is absolutely no concern of tree roots entering/compromising a water supply line...they are sealed and designed to contain 50+psi pressure.

There is also little concern these days about tree roots compromising modern PVC sewer lines as well...they are far superior to cast iron and clay of yesteryear.

Your HOA is likely looking for trees that provide a cohesive streetscape rather then just belonging to the same genus...that's why a Japanese Maple is not acceptable. There are various urban forestry documents that provide tree species palettes to maintain species diversity and achieve the desired cohesive streetscape.
