I wouldn't worry too much about the fence-it looks like it will weather to match the rest (unless it is painted, but it doesn't look like it in that last photo. I think you are have used some interesting and lovely plants. I might be concerned about some trees being too close together as they mature, though. Again, hard to tell from the photos.

What I would do is add large plants (including trees or things that can grow 10 feet in a pot before needing to be moved to the ground) on the deck. That would block the view of the house and potted things should not violate the HOA rules since they are not permanent.

Thank you, cyn427. While thy aren’t quite that tall, I do have some strategically placed potted small trees and plants for that very reason!

Any tall, narrow evergreen is going to look like arborvitae. Try skyrocket juniper and blue point juniper.

I put in a weeping Alaska cedar... hoping not to big, too fast.

Depending on your zone, Podocarpus macrophyllus and P. gracilior may work and provide more screening with the canopy than a very narrow columnar evergreen. Holly trees are another option.

It looks to me like you've got the inground planting covered.....it's just not yet well developed enough to do a lot of screening.

Instead of plunking in a few more random shrubs or columnar trees, as suggested above, I'd opt for some visual screening from the deck itself. A couple of trough shaped planters with a clumping bamboo would provide year round screening. There are species and cultivars of Fargesia that will give evergreen screening anywhere in the 8-15 foot range. And they thrive in our climate.
