Removing a raised bed along the house

Hi all,

Background:

I have a raised bed along the south side of my house in eastern Massachusetts. It is approximately 30 ft L x 2 ft H x 2-3 ft D. The railroad ties placed as a retaining wall/border by the previous owners are all rotted out now and need to be disposed of. As you can see in the photo they are falling down on their own. Since this photo was taken the shrubs and weeds have been removed.

Questions:

A) Can I remove the timbers and allow the soil to slope away from the house and add plantings that will diminish erosion? (obv. the least expensive option.)

B) Because of the high foundation and slope of the hill do I have to replace the retaining wall and always have another place to weed? (question tainted with my bias against this idea but I want to do what's best for my property.)

C) Is there an option I don't know about?

Comments:

I live on a rocky ledge type of hill. I have other gardens so I don't need another. I just want it to be easy maintenance and look neat.
