How to properly cap/seal old water main pipe in foundation wall

Hello,

I was in my crawl space yesterday and discovered some standing water on the floor. Based on the location of the water it appears that it came through an old cut-off polybutylene pipe that used to be the main water supply before the previous owners had it replaced with copper. The pipe was cut off inside of the crawlspace but left open and there's probably 6 inches still protruding through the poured foundation wall for the house. What is the proper way to cap and/or seal this old pipe? I have never noticed water before so maybe the pipe has broken somewhere under our yard and water is seeping through and down into the crawl space. Plus, we have had a very rainy summer here in Atlanta which I'm sure isn't helping. Thank you!
