Lackluster Tomatoes

This year I tried growing my tomatoes in 15-gallon grow bags, but the results have been lackluster. I've gotten a few tomatoes, but the plants are spindly, a bit yellowish and midway through the season I see no additional flowers. Do the photos below paint a picture of disease, not enough light, or perhaps too much or too little watering?

My 1-gallon-per-hour drip lines come on every other day for three hours. I check the grow bags with a moisture meter daily and on watering days, the moisture meter is smack dab in the middle of the moist zone, where I'd assume it's perfect moisture. On non-watering days, the needle is right on the line between dry and moist. Is that too dry? Should they be more in the moist zone all the time?

My garden is, unfortunately, shaded by a large Chinese Hackberry tree for most of the morning. Does this look like not enough light? Input greatly appreciated.
