Hi--I would imagine it would be easier to remove wallpaper from plaster walls than sheetrock. Some people swear by wallpaper steamers, and if that sounds easiest to you then check it out. I've never used one before, so I can't say. My own experience removing up to 14 layers of old wallpaper from the plaster walls of our early 1890's home involved scraping off the outer layer(s) of stiff, painted-over paper with a razor scraper, and then using a warm solution of DIF wallpaper remover rolled on with a paint roller on the remaining layers, scraping it all off with a putty knife and razor scraper. It takes time, but it really depends on the papers/adhesives used and the condition of the underlying plaster. The remaining glue and remover residue is then washed off with TSP. Expect some cracks and other decay in the plaster, and understand that old plaster can look really-really bad and still be salvageable, depending on how much effort you want to put into it. Our repaired plaster walls have some imperfections, and I came to realize that it was unrealistic to expect that they'd ever have the perfectly smooth appearance of sheetrock walls, but I love them all the same. Good luck and don't get discouraged--old plaster walls that have been saved are a wonderful surface and you won't regret bringing them back.

Don't try to stick it down. Remove it. Use a straight edge and level to mark and cut away the loose edge. Fill and feather the edge with drywall compound and sand it smooth. Be sure to caulk the seams at the baseboard and any other wood trim. This will prevent future seam lifting. Caulk after primer. Wash the walls before proceeding. Dirt will keep ANY paint or primer from adhering. If the wallcovering is paper, you can use GARDZ as the primer, followed by two full coats of paint. If you need to block out the wallcovering design, your only choice is an alkyd primer, similar to Coverstain.

FWIW,I've been hanging wallpaper for more than 30 years. Most of the hundreds of rooms I've done, have had latex paint. I have never encountered any problem that I would have connected to the latex paint. Actually the only time I've ever had a problem with the paint under the paper, was in one house. I thoroughly sealed the walls of three rooms in that house before I papered. A few months later, the paper started popping off of the walls, taking the sealer and original paint with it. I have never seen anything like it. After considerable research, I concluded that the original coat of paint was probably applied to new walls while they were covered with dust. This would not be surprising since most builders spray on the original paint. I suppose it's possible the paint itself was defective or so cheap as to be useless. I'd love to hear more about the article that claims latex can cause a problem. I've never heard that before.

Sanding latex paint is a futile attempt at smoothing. Better to skim coat a little drywall compound over the area and then sand with a sanding block. After sanding , run a well dampened block sponge along the area where the patching meets the old wall area. This will get rid of an minor ridge of compound. You will want to prime this new patch, but use an old, worn roller in order to impart a slight texture, as your new patch will probably be noticeably smoother than the old roller texture on the wall. Further, I would give the new patch a quick, light coat of the finish coat paint, followed by a general painting of the room. Should a "flashing" of the patch still be visible, you may be forced to apply a second general finish coat.
