It's a Cistus. And yes, it's a shrub. it likes full sun and would be happier without the grass growing through it.

I’m really curious to see what this cactus will like with a year’s worth of good growth. With the right amount of light will it grow little ball blobs on the tips or will the skinny parts just fill out. Maybe a littler bit of both. I would personally leave it alone, but slowly acclimate to more sun. In the end you will have a one of a kind cactus;). I have an Echinocereus that has mealybug damage on the top growth. Now it grows little cactus out of the damaged area. It’s a one of a kind;).

It is similar to sapele, either a veneer or laminate look-alike.
