Restoring antique

Hello,
I have a very old, very dry, flaking and chipping, 2 tier antique table that I am hoping to restore the tops of both tiers (the rest of the table is in good condition)(pictures in my comments). However, the tops of both tiers have a clover like inset(also different wood/veneer) area with an etched flower pattern around them. The tops of both tiers are extremely dry and chipping/flaking, and have water rings. I’m hoping to stain the clover inset versus needing to sand it down or even chalk paint it. I think it needs moisture first because the wood on the tops is so extremely dry. If you have any advice on restoring the tops and repairing the chipped areas, I would appreciate any feed-back possible. Please note-I am disabled and on a tight budget so I can't afford really expensive solutions unfortunately. Thank you in advance for your suggestions! Ashley
