How to prune a pegged or climbing rose after flowering?

I have pegged my roses for the first time and they are somewhat successful. The flowers are more abundant but smaller than when I didn't pegged them. Now the flowers are fading and I was wondering whether I should cut the "old" canes back to encourage new growth or just leave them as it is. Keep in mind that I live in a cold zone and I have read that you would want to cut back canes so the plant will spend the energy growing newer canes for next year flowers. Your opinions are much appreciated.
