Cereus Peruvianus Cactus With Injury on Top Growing Small New Cactus

I have a cereus peruvianus cactus that had a scale problem that developed into a rot. I had to chop off the top of the plant. The top is slowly healing, but instead of closing the wound and continuing to grow, it sprouted a new growth that has a very tenuous connection to the mother plant. See the photo below.

Should I chop off this new growth and attempt to root it? What is the best soil and location for doing that?

Will the mother plant ever heal on top and resume any kind of normal growth? It feels like any new development that is similar to what already happened is going to be pointless. I want to stick with the plant if it can fully heal over a few years' time.
