Outdoor carpet on sometimes damp concrete porch

Enclosed back porch with concrete floors, I'm in a slab ranch and the floor of the porch is lower than the floors in the rest of the house. Currently there is that green, grass like plastic outdoor carpet and occasionally there will be damp spots on that carpet. I'm working on improving the drainage and all of that. Anyway I want to replace this carpet with a new indoor outdoor carpet. What's the right way to do the install? Should I put a vapor barrier, then plywood, then the carpet? Does the plywood need to be secured to the concrete then the rug glued to plywood? Or is there a better way to install? Thanks
