Paver repair around pool

We moved into this house in October, so this is our first year with the pool.
It was installed around 15 ish years ago.
The previous owner did not maintain the pool deck/ pavers and many are sinking. He did nothing to keep weeds at bay-the entire area was over grown like a jungle.

In addition, he DIYd repairs with concrete against the coping, instead of replacing pavers.
We were thinking of replacing all the pavers immediately surrounding the pool with a concrete border (properly done) and then fixing the sinking pavers in the other spots.

DH is flipping out because a landscaping guy just came for a look and won’t touch it.
🤨

Now he thinks it’s irreparable and needs to be completely replaced.
We have never had a pool or pavers. We are really worried about the cost.

Any suggestions? I read about foam jacking; would that work here?
Do we need a pool fixer or a hardscape fixer?
Sorry this was so long—here’s some photos to peruse.
