Why do Window Manufacturers like Okna limit sales per area?

I'm looking to replace 25 double hung windows in far western Massachusetts, near the NY border. The new windows will replace 45 year old Andersen Windows. I will have vinyl siding installed at same time.

I read on this forum and others that Okna is either the best or in the top 3 best vinyl double hung windows made.

However, when I call Okna, the only authorized dealer (45 miles away), has mediocre reviews online, and use high pressure sales presentations.

Why can't any contractor buy them?

Same issue with Polaris windows here. And Soft-Lite (Harvey).

How's one to choose a window manufacturer when availability is hampered as I described?
