Seeds: how old is TOO old?

Now that the danger of frost has passed, I'd like to plant some flower seeds. With the virus epidemic, it's not a good time to go into a store to buy anything, and the seeds I want aren't available online for curbside pickup at my two local stores. So, I turned to a stockpile of very old seeds. (Admit it, doesn't every gardener have one?!)

Ha, guess what??!!! I found unopened seed packets for the normally foolproof Cosmos that were originally packed for 2002 and 1998!

At this point, are these seeds just significantly reduced from their viability in their prime, OR in the totally useless/don't bother category!?
