What is the best way to revive this philodendron?

This plant was given to me at a plant exchange as a philo Lemon-Lime, but I believe it's actually a Prince of Orange. I've had it for about a year and it never really flourished, it's severely etiolated though continues to put out new growth. It sits a couple feet away from a Western-facing window in Bonsai Jack gritty mix that I water pretty frequently.

My questions are:

1. Can I chop the growth off of the stem and root it in another pot to fix the etiolation? What is the best way to root self-heading philodendron?

2. Is this the correct growing medium and light level for my plant? How can I help it flourish?

I have much more experience with vining varieties so I feel out of my depth here. All guidance is much appreciated. Thanks!
