Next Chapter in Bathroom Reno Saga: Grungy Floor Grout

It may be hard to tell from these photos, but the grout between the new floor tiles is grungy-looking and has been this way pretty much from the get-go. I thought at first that the problem was insufficient grout, and so the tiler said he added grout. It still looks like more is needed in places, but I wonder now if there’s something about the creamy color? I’ve had pure white grout and it didn’t look like this. I tried spraying bleach in some places to see if it helped, and it didn’t really seem to. What to do? Changing the tile isn’t an option.
