Should I move my disappointing Climbing Pinkie?

I was disappointed with my Climbing Pinkie in the spot I placed it. Apparently it doesn't receive enough light against this raised deck that gets some sun in the morning to mid-day but the rest of the day is shaded. Some trees around too.

It's supposed to be such a great rose for the South but after two years, I am not feeling it at all.

I can't comment on its second year because we were away the entire summer and it received zero care.

So I am thinking about moving it from here:

to here:

This is the only bed I have that receives lots of sun throughout the day - morning to afternoon. It's an open spot on the left side of the driveway where I have three other roses and a butterfly bush.

Should I get a trellis to lean against this low fence bordering neighbor's property and move the Pinkie here? It's its only chance to receive the kind of sun a rose craves.

As you may be able to see, the neighbors already put a small trellis on their side for something that doesn't grow too tall (not sure what it is);

but I am know they would be fine with a taller trellis on my side too. We can figure it out as we get along well.

Any opinions or advice would be greatly appreciated.
