Heard of a step down living room- what's with the step up dining room?

Moved in to this townhouse about 6 months ago, and the floor is odd. The hallway and kitchen are all on one level, then you step up into the living room, down into the "seating area", back up into the dining room, then back down into the kitchen. It seems like an odd choice, and guests keep tripping. We're probably replacing the carpet in the next year or two, and I'm wondering if I could rip out the elevated bumps while we're in there. Can anyone think of a good reason for them to be there? Or something structural they may be hiding?
