Help: quartz counter tops not fitted correctly?

Hi, I'm looking for some advice about a job that I've had done. I have had a kitchen island built, topped with 2cm quartz. Under the quartz is 3/4" plywood.


The GC says that the counter guy hasn't cut the plywood correctly to fit the hardware (faucets etc). Counter guy says GC should just cut the plywood & this is perfectly normal. GC says he's not happy with cutting up towards the quartz top and he discussed the requirements with the counter guy and just normally the counter guy should cut out the ply to leave space for the hardware.


To me it looks wrong, but I'm looking for opinions from people who know more than me.
