When to plant bare root roses in spring?

Hello! ...I am quite new to roses, and will be ambitiously planting about 25 roses (currently on order from Palatine, Regan, Heirloom, and RU). I am reading a lot of conflicting information regarding when the right time to plant bare root roses is for my zone 5b area. I've read anything from February on. Last year we saw a very unpredictable and cold spring. We had a late freeze that completely killed a young lilac bush that had it's first bud. So sad. I don't want to take chances with hundreds of dollars worth of bare root roses. But also, once "spring" is over, it gets really hot, really quick. Advice from some experienced Rosarians is appreciated!

I have been lurking on this forum for months, and eagerly taking advice on which roses will perform well in my area. Hopefully I made some good choices. :))
