Encouraging Buds to Open on Fire+Ice Panicle Hydrangea

Have a fire and ice panicle hydrangea in a large pot. It's been established three years, gets full sun and has never been pruned. We fertilized at the beginning of the season and are based in Central PA. The plant is doing well: healthy leaves, sturdy stems and lots of blooms with buds. Those flowers that open are beautiful, but there are more closed buds than flowers. Is this typical of the plant? Is there anything I can do to encourage the buds to open or is it a waiting game?
