How Should I Split my Dracaena Reflexa?

My beloved dracaena reflexa had a bad winter and lost 2 of its 3 stems. I almost lost the third but was able to salvage it. Since then, the remaining stem has not grown new leaves, only 2 new stems from its head! Amazing.

Now it’s getting to the point where it’s time to transplant them so they can become what they were meant to be. I am just curious on how I should do this.

Snip them & put them in water? Is this even a thing?

Snip them & put them in soil?

Leave them alone and have a funky lil plant?

I wanted to wait until they were established enough to have developed some kind of stem for themselves (rather than just cutting them early) and I still feel like they’re not quite ready yet
