Converting tall brick koi pond into a raised garden bed.

Hi, I have an old raised koi pond that I would like to turn into a vegetable garden. The koi pond was made using concrete bricks and my mother doesn’t want to tear it down, as it is integrated into our wooden deck. So, I was planning to fill it with dirt and turn it into a vegetable garden. It has a total depth of 3-4ft, but is maybe 1.5-2ft above the level of the natural soil line in my yard. I am going to pull the liner out so the bed can be in contact with the soil. My question is how much topsoil should I use in the bed and should I just use fill dirt for the rest of it? I don’t want to put plastic bottles or rocks at the bottom. Any advice is greatly appreciated. I am in zone 8A in central Mississippi.
