What attacks my perennials every spring?

Every spring, a mystery pest attacks plants such as Phlox, Philadelphus, etc, causing the growth on the youngest leaves to become twisted and distorted. There's no sign of anything on the plants, no blackfly or aphids. And as the plants continue to develop, the new leaves are perfect. After the initial attack, it never re-occurs until the following spring. After April's unsettled weather (sun, showers, even hail) I didn't think that this mystery pest would be out, but they beat me to it before I could spray the plants. I even seen plants at the garden centre affected, but what is it?
