I’m at my wits end! Long story short: sump pumps been a nightmare

Replaced sump pump several times already,last time it overflowed because 1- the out flow pipe was full of gunk, 2- the French drain (which was going into neighbors yard!) was clogged with dirt and trees 3- the entire sump is basically not dug deep enough. Treatment: install a larger pump motor and drain it out into sewer. Not ideal but we don’t have town sewer close enough Outside- really don’t know how the original builder and first homeowner got away with this! So it’s powerful enough to handle the ground water problem, we live 2 blocks from the beach, but for the 60 seconds it pumps it’s incredibly loud from the vibrations and it has a loud “thunk” sound when shutting off! Any suggestions? PVC pipe is held with 1 clamp instead of multiple, that made it a little better sound wise but it still vibrates loudly. Can I insulate around it in the basement where it originates? There won’t be much sound sleeping on the first floor this summer if we don’t fix this! Help!
