Like a straw, water goes down the hatch?

There are many perennials whose stems/stalks are hollow.

One that comes to mind for me in our garden is Thalictrum.

A long while back I recall reading somewhere that one shouldn't cut back the stems in the Fall as bare cut stems would more easily permit water to reach the centre of the crown leading to rot. And so rightly or (more likely?) wrongly I never trim back the straggly stems till much later. And so as I was outside today looking at such a plant (eg Splendide) I again held back in trimming it to the ground

What say you?
