No cold this winter in my yard... now fungal or fly devastation!

Spots on old growth of most plants, and yellowed leaves full of spots. Huge jasmine vine that was robust for 13 years turned red, brown, dying. Even Florida Anise Bush has it lightly. Looking up, the Crepe Myrtle volunteer trees are full of yellow leaves. Not all 4 sides of my yard are affected... yet. (What if this takes over the Creeping Fig I've planted to nearly cover my stucco house?!) I've usually ignored the few spotted leaves that occur year-round. But this looks headed for loss of plants if it continues.... Will it continue? It's supposed to become "breezy" and cooler here for the next week... will that spread it or help curb it?

I grow butterfly attractors and hosts for yard butterflies (Monarch production is the best in years - also from the warm winter?). Is Neem oil the way to go? Will it be sufficient?

In case it gets worse: Are there professional spray companies that use a safe-for-butterflies spray?
