Ants in My Orange Pot!!!

Last week I noticed Ants running up and down one of my Orange trees. I immediately applied a coat of Diatomaceous earth to the entire tree, stem, leave, and soil.
It seemed to do the job as I did not see a single ant again..... Until I watered today and they came pouring out. I again applied Diatomaceous earth but I'm wondering if I should take more drastic measures. I've yet to see an increase in other insects, I know they can sometimes bring friends, but I'd like to try and stay out I front of any problems. I have Neem oil I spray from time to time as well but I do not believe that does much to ants.
Any thoughts or suggestions? I've read Diatomaceous earth works on a large group of insects and has no health concerns but perhaps I'm mistaken and it's not a great solution for ants.
