Using frosted par 30 lamps is an excellent way to receive maximum light with little or no glare. Use them recessed inside a good baffle or cone trim. Your lighting plan sounds fine and the use of recessed or a billiard light will both work. If you use mr16's over the table, be sure they are floods and not spots. A billiard light will add a decorative elemant to the room. If you use the recessed lights down both sides of the room, you can use a sold shade on your billiard light.

So stay with 3k that is ample "white light" place the cans off the edge of the upper cabinets and about 3 feet apart. put two recessed or pendant lights over the peninsula. I dont see the entrance or doorways marked here but switches should be there and by the sink. I would have 2 zones the dining side and the kitchen side. also one switch for the table light and one for over the sink.

No kitchen switches on the stairwell side of the wall. You're already going to have 3 or 4 switches there. Kitchen switches there will be confusing, and won't feel like a logical place to go to for those lights anyway. Love Stephanie's idea of additional kitchen switches at the screened porch entry.

Well, lesson learned. It's not their job, actually, to provide the drawings. Either a designer does it, or you yourself could have laid it out for them on graph paper using all the correct dimensions. It also covers you to have documentation of what was supposed to happen so that if they fail to do it correctly, you have the drawing to point to. At the very least, you should have printed out all the spec sheets for them which would have had the dimensions listed.
